sn1 the rate is unchanged.  The activation energy (formation of transition state) and thus the rate depends only on the concentration of the substrate forming the carbocation.

Sn2 the rate is tripled as the nucleophile is involved in the transition state and therefore the concentration of it is proportional to the rate.  Three time more nucleophile that is around is three times more likely to have a activation energy reaching interaction with the substrate and thus three times faster.
