Formal bid: written tender from the consultant submitted in sealed
envelope by a specified deadline; the following represent 2 types of formal bids:

Closed bid: consultant submits a written, sealed bid based on a detailed description of what will be required for the restructuring process; usually the successful bid will be from the consultant who has a combination of good reputation and competitive price
Open bid: this may be an informal oral or written bid from the consultant stating how long the consulting fee would be in effect; the fee would be open to negotiation
