Why weren't direct relief efforts used widely during the Hoover administration?
 
  A. Direct relief was viewed as de-moralizing to many proud Americans.
  B. Direct relief would not have benefitted those deeply affected by the Depression.
  C. Hoover did not want to enact any deficit spending measures.
  D. Federal laws prevented the use of any programs directly distributing aid.
