A- A professional who is not a political appointee, but answers to elected officials
B- A person who works under an elected official with the intent of running for election one day
C- A person who provides consultation to elected officials and does not have to abide by certain laws as other civil servants do
D- An employee who is elected based on their knowledge of a specialized area
E- An individual who has no expertise and wants to learn about government through on-the-job   training
