Description
The Stillwater Mining Company wanted to expand its  operations, in part by opening of a new mine nearby. Local  groups first opposed the mine expansion through litigation, and  developed an agreement that was legally binding—the “Good Neighbor Agreement.” This agreement included provisions for eliminating discharge of wastewater, decreasing waste rock piles, expanding water quality monitoring, protecting thousands of acres in conservation areas, and decreasing vehicular traffic
