Why must unbiased  and truthful  be listed as two separate conditions that a person must fulfill in order to be considered trustworthy?

Unbiased refers to the tendency we all have as human beings to consciously or unconsciously favor one party or another in a dispute and thus then to see things the way we want to see them. But even an unbiased person might, for other reasons, not always speak the truth. So truthful needs to be added as an additional factor.
