At 2 years of age, Juan is unable to cut with scissors or catch a ball. Should his parents be concerned that his fine and gross motor skills are not developmentally on par with other children his age?

a. Yes, by age 2 he should be able to throw a ball.
b. Yes, by age 2 he should be able to cut with scissors.
c. No, he should not be expected to do these things until he is at least 3 or 4.
d. No, he should not be expected to do these things until he is at least 5 years old.
