ANS:
The core problem is determining precisely what counts as harm. Suicide, for example, typically causes enormous emotional suffering for other people. Riding a motorcycle without a helmet may lead to massive medical expenses that someone else (perhaps society) needs to pay. Gambling one's wealth may render a person unable to provide for her children.
