The Federal Water Pollution Prevention and Control Act also known as the Clean Water Act has two basic goals:
 
  a. To regulate the concentration of pollutants that are discharged from a point source in the nation's waterway and provide water quality levels that make the waterways safe for recreation use and the survival of aquatic life.
  b. To authorize the petroleum companies to store product near waterways as well as the size of their containers.
  c. Assist facilities in preparing for a response in the event of a spill and how to make proper notifications.
  d. Maintain a timely deployment during a spill-response and have the ability to monitor such spills in an effective manner.
