The difference is the context.  You say, "heat" in casual conversation, and "thermal energy" when you are talking about physics.  Other than that, they are the same thing.

The main difference, as an engineer or physicist or chemist would tell you is:"thermal energy" is a static energy.  It exists instantaneously within a system."heat" is a dynamic energy.  It exists ONLY when transferred from system to system.


Heat is to thermal energy as work is to kinetic energy.

Thermal energy is a term with a well defined meaning. "Heat" is vague with several meanings. One meaning is thermal energy. Another meaning is temperature, as in "The heat outside is really unbearable". Or, "the oven is heating up".
