When a fuel rod is spent at a nuclear reactor, it still radiates heat and must be placed in refrigerated water.

How hot are the fuel rods after they are initially removed from the power plant?  How fast does the heat decay?  Why is this heat not harvested in some fashion (heat engine like a sterling engine or thermoelectric?)
