Ideal Answer: The ideal answer should:
1. Explain that the Kerner Commission, headed by Illinois Governor Otto Kerner, was convened by President Lyndon Johnson to investigate and report out as to why the riots of 1967 took place in Detroit and Newark. Two blacks served on the committee, Roy Wilkins who was director of the NAACP, and a black Republican Party Senator from Massachusetts.
2. Explain that in its final report, released in 1968, the Kerner Commission indicted white racism as the underlying cause of the riots and warned that America was moving towards two societies, one white, one blackseparate and unequal. . . .
3. Note that the report called for massive government aid to the cities, including funds for public housing, better and more integrated schools, two million new jobs, and funding for a national system of income supplementation.
4. Conclude that none of its major proposals was enacted.
