Why does Congress usually package various items, even if they are not directly related to the main focus, into one bill?

▸ Presidents must sign the bill as a whole or completely reject it.

▸ The Constitution requires certain matters to be presented with others.

▸ Congress knows that the president does not read the bill in its entirety.

▸ Including many random items in one piece of legislation is tradition.
