What does Bismarck think of Napoleon’s belief that European history represents a struggle between “Republican and Cossack” tendencies (Document, 875)?
a.   Bismarck basically agrees with Napoleon’s analysis, though he uses different terminology.
b.   Bismarck dismisses Napoleon’s analysis, then introduces different termininology.
