Gymnosperms have naked seeds. The seeds of angiosperms are contained within a fruit.

The fruit of E. dasycanthus is at first green or greenish-purple but typically matures dark, dull purplish

. Blooms March through August.

Kingdom  Plantae ? Plants
Subkingdom  Tracheobionta ? Vascular plants
Superdivision  Spermatophyta ? Seed plants
Division  Magnoliophyta ? Flowering plants
Class  Magnoliopsida ? Dicotyledons
Subclass  Caryophyllidae
Order  Caryophyllales
Family  Cactaceae ? Cactus family
Genus  Echinocereus Engelm. ? hedgehog cactus P
Species  Echinocereus rigidissimus (Engelm.) hort ex F. Haage ? rainbow hedgehog cactus P

Since it's dicot I think it is an angiosperm.
Also angiosperms are flowering plants and this one has flowers.
