after an unexpected event you are most likely to be spooked  or startled. This causes the stimulation of the sympathetic nervous system resulting in multiple different physiological changes.

in this case the stimulated sympathetic nervous system will increase the persons heart rate and causes vasoconstriction (blood vessels constrict) which will increase the blood pressure as well.

this is the very basic physiology behind an "adrenaline rush" or a "flight or fight" response
