When you are charging a capacitor, why does the charge accumulation taper off as you near maximum capacitance?

In ac when the capacitor is near saturation it starts conducting current hence the phase of pi/2
in dc the capacitor stays saturated and does not conduct current, it just emits 1 short ac pulse at the very start with a very weak signal which is sometimes used and amplified by tranzistors
