I know the answer is e. But I don't understand how to approach this type of question.

The two primers need to be complementary to the 3' (three prime) ends of each of the sense and anti-sense strand of the DNA target.

So 3'GGCGCTGGTCAG is complementary to the 3' end of the sense and 5'TACCGTATTCCG is complementary to the 3' of the anti-sense.

uhh!! and the e. statement should be corrected to 5'TACCGTATTCCG and 3'GGCGCTGGTCAG a T was misplaced...
