I know some peple who bleach their skin, so it will result in white skin tone, while some people stay in the sun to get a tan. If the person with the modified skin tone/color, will it affect the children the mother gives birth to?

no, the only way something that happens to you in your lifetime and you could possibly pass it on to your offspring is for a change to occur in the sex cells (ie sperm or egg) since this is where the hereditary information is stored and will be combined in order to produce an offspring.
Mutating somatic cells (non sex-cells) (opposed to gametes (sex cells)) will not affect the offspring.

There is a process called evolution- it deals with what genes (traits including skin tone) get passed on from a mother and father to their offspring.  If a person/ animal/ plant undergoes a physical modification such as skin bleaching or loss of a limb, then it will not be passed on to the offspring because this modification does not occur on the genetic level.  You pass on the genes that were given to you from your parents; the only time these genes change is when they re-assort in your sperm/ eggs.

Off course not, traits acquired during an organisms life are not passed on to their progeny.  If you're blonde and dye your hair red, your genes won't change, you will still be a blonde.
