What tissue transports sugars from regions where they are made to regions where they are used???

a)meristem
b)xylem
c)pholem
d)ground tissue

I am pretty sure it is not a or d. I am very confused between b & c though. Can ne 1 help me? All help is greatly appreciated. Thanks to all. =)

Pholem  tissue transports sugars  from leaf to regions where they are used.
