Do  you think it would make any difference if the positions of the xylem and phloem were reversed?

Xylem means wood and phloem means bark (from Greek).  If you cut a tree in half you can count the annual growth rings of wood.  If the growth rings were bark the tree likely would not be strong enough to hold up its own weight.
