- the alleles for hair are not expressed
- both parents are heterozygous for wavy hair
- neither hair phenotype of the parents is a dominant trait
- the hair phenotype of both parents is homozygous recessive

you need to specify what type is it sex link, co-dominace monohybrid inheritance, or epistasis, dihybrid.
If its about monohybrid inheritance the parents have to be both heterozygous for it to work.

Because neither hair trait is dominant. Incomplete dominance means NEITHER trait is completely dominant (therefore creating a third, NEW trait), co-dominance would be if BOTH traits are dominant (for example: half of the head would be curly and half would be straight)
