In 1917 development of liberal government under Kerensky; attempted to establish parliamentary democracy, but lacked substantial middle class; second revolution brought workers' groups and Bolsheviks to power under Lenin; because of lack of popular majority, forced to shut down parliament, establish single-party rule; constructed powerful new army under political leadership; established state control of economic policies with NEP; created Union of Soviet Socialist Republics with governments dominated by small cadre of Communists; pseudo-parliament, the Supreme Soviet, created; controlled by party.
