Nothing grows in Iraq naturally outside oases.. It is hot, dry, and windy. Sand storms will kill anything outside during a storm---even these mentioned below..
If he's willing to bring the plants mentioned below inside during a sand storm, they may survive, as long as the heat doesn't make the soil too warm.
1. One nice one is called Madagascar Periwinkle. It's an annual, about 12 " high, and loves the heat, and does well, if it doesn't get too dry. It stands hot soil better than anything. Seeds are available.
2. You might as well find him some seeds for Mexican Bird of Paradise. They die in frost, however. But if they are not trimmed back until danger of frost is gone, they come back every year. About 4-6 feet high in a very short time.
3. Lantana is a spreading, low growing plant, with various colors of flowers, from flame red,yellow white. It survives most frost. Poisonous if eaten.
4. Oleander. Tough plant, and beautiful flowers...whites, pinks, creams. White appears to be the most hardy. Loves heat, but I don't know if you can get seeds. The usual way of propagating, it to put a mature section of the stem in the ground and let it grow leaves. Easily propagated this way.
