The Supreme Court declared the Granger laws unconstitutional because
 
  a. the railroads were semipublic and therefore exempt from state regulation.
  b. regulation was an executive, rather than a congressional, responsibility.
  c. only Congress could regulate interstate commerce.
  d. Congress could not regulate intrastate commerce.
  e. the laws did not allow the railroads a fair opportunity to challenge them.
