How was the slave population in states which legalized slavery addressed when determining the apportionment of representatives to the lower house of Congress?
 
  A) Every slave in a state was counted as a whole person when determining legislative
  apportionment.
  B) Slaves were not included in the population count from each state.
  C) Slavery was abolished, and the former slaves were included in population counts.
