Because bones like the cranium are broken into many pieces. As the baby grows, the bones fuse and connect, making the adult have 206 bones when it's all said and done.

The infant skeleton has the following bones in addition to those of an adult:

   1. sacral vertebrae (4 or 5), which fuse in adults to form the sacrum
   2. coccygeal vertebrae (3 to 5), which fuse in adults to form the coccyx
   3. ilium, ischium and pubis, which fuse in adults to form the pelvic girdle

As you can see, the increased number of bones is just because as infants mature, some bones fuse into eachother to become one bone.

Because babies are small so they have small bones, that is also why babies have soft spots. As the babies age and get older the bones fuse together and 350 comes 206.
