Why are small children at greater risk for being bitten by an animal?
 
  a. They are unable to follow directions.
  b. They have slower reactions to aggressive behavior.

Small children, under age 4, at greater risk for being bitten by an animal because of their height and the associated tendency to be near the animal's face.
