How would you define and describe the underlying philosophy of intermediate sanctions?    Why are they so widely used, and what do studies reveal concerning their efficacy?

Prison construction and overcrowding have led to a search for intermediate punishments.
Economic reality dictates that cost-effective measures be developed, and this is motivating the development of intermediate sanctions. A real alternative to incarceration must have three elements to be effective: It must incapacitate offenders enough so that it is possible to interfere with their lives and activities to make committing a new offense extremely difficult; it must be unpleasant enough to deter offenders from wanting to commit new crimes; and it has to provide real and credible protection for the community. A recent survey by the Bureau of Justice Statistics found that, of all persons being supervised outside a jail facility, 25 percent were engaged in some form of community service and 17 percent were involved in electronic monitoring; fewer than 1 percent were undergoing home detention only.
