Why would galaxies colliding in a small cluster tend to stick together, while galaxies in a large cluster tend to pass through each other?

In a small cluster the lower mass means there is a smaller gravitational force pulling the galaxies together, which results in a lower collision speed.  The greater mass in a large cluster results in a higher collision speed, high enough that the individual galaxies don't slow down enough to merge.
