This is a diversity case. Pablo could bring this case in the federal court system because he and Dick are residents of different states and there is more than 75,000 in dispute. The theory behind diversity jurisdiction is that courts of one state might be biased against citizens of another state. To ensure fairness, the parties have the option to use a federal court as a neutral playing field.
