Answer to q. 1

Vascular plants have an internal conducting system (xylem and phloem), they have sexual reproduction with internal fertilization, and the embryo is enclosed in a protective seed coat.

Answer to q. 2

The vascular cambium always produces new xylem (sapwood) to the outside of the older xylem (heartwood). Heartwood is older nonfunctional xylem and will always be located toward the inside of a stem and newer xylem (sapwood) toward the outside.
