The answer is b)

F = - kx => 4N = -k(-0.08m) => k=50N/m

the work done to compress a spring an additional 5 cm is the difference between the work needed to compress the spring by 13 cm and the work done in compressing it by 8 cm

W=1/2 kx^2

so the work done in compressing it the final 5 cm is:

1/2(50)(0.13)^2 - 1/2(50)(0.08)^2=0.26J
