The probability of permanent damage is .14. That includes both with and without infection. The portion of that .14 that is with infection is .01. So the probability of permanent damage without infection is simply .14 - .01 = .13

If P(permanent damage) = 0.14, and
P(infection and permanent damage) = 0.01, then

P(permanent damage with no infection) = 0.14 - 0.01 = 0.13
