I also need help trying to figure out the effects of Increased HCO3-  on pH and decreased HCO3- on pH?

carbon dioxide, when added to water, creates the formation of carbonic acid H2CO3.  

H2CO3 added to water causes the formation of H3O+ ions as well as the conjugate base of HCO3-.  this solution is more acidic.  the second dissociation of HCO3- creates more H3O+ ions and CO3-2 ions as the conjugate base.  the formation of H3O+ ions creates a more acidic environment.
