An integral part of all proposed climate change treaties is a country-by-country accounting of net carbon emissions. It is now fundamental knowledge that forests serve as a major carbon reservoir. In the process of photosynthesis, forest plants remove carbon dioxide from the atmosphere to make organic compounds which are then stored in their roots, stems and leaves. It is estimated that deforestation reduces total global forest carbon storage by about 1 pg each year, accounting for 15-20% of the anthropogenic carbon emissions that are contributing to global climate change. In most of the current accounting systems of a country, reducing emissions from deforestation and degradation (REDD) is a major feature. In REDD accounting systems, countries could receive credits for (1) reducing carbon emissions by reducing their rate of deforestation; (2) by reforesting lands that are currently unforested; and (3) by increasing carbon storage in existing forests. Finally, there is general agreement that a REDD program must meet the 4 criteria of being additive in restoring forests, permanent, verifiable, and they must avoid "leakage" (activities such as reforestation in one location cannot encourage deforestation elsewhere).
