C) States are big losers; many of them rely heavily on sales taxes to fund services, sales taxes they often cannot collect when their citizens make purchases online. The companies that sell products on the Internet are winners because in most instances, the customer only pays sales tax if the company has an actual physical store in the customer's state. Customers benefit because they don't have to pay sales taxes. The federal government doesn't charge sales taxes, so it is not directly hurt.
