On July 20, 2006, then Vermont senator Jim Jeffords introduced The Global Warming Pollution Reduction Act, which, if passed and signed into law, would have begun reducing greenhouse gas emissions by 2 percent a year in 2010, reaching 1990 emissions levels by 2020, and reducing U.S. greenhouse gas emissions 80 percent below 1990 levels by 2050. This is hard to answer since Jeffords retired after the 2006 session.
