Now I have the answer, but my question is when solving for the variable, do I ever have to reverse the middle sign?

6x+10(greater and equal than) 13x+31
My answer is -3(greater and equal than) x

Do I have to flip the the greater and equal than?

You only have to switch the middle sign if you multiply or divide by a negative number
6x+10 > or = 13x+31
6x > or = 13x+21
-7x > or = 21
x < or = -3

x is less than or equal to -3

the only time you reverse the signs is when you multiply or divide by a negative number.  For example:
-2x greater than or equal to 50
-2x/(-2) less than or equal to 50/(-2)
x      less than or equal to -25

another example:        -1/2 x less than or equal to -30
-2(-1/2) x greater than or equal to -2(-30)
x greater than or equal to 60
