The government of India had to abort several attempts to establish Hindi as the official language because:
 
  a. there were too many dialects to narrow into one form of Hindi.
  b. riots broke out in non-Hindi speaking areas of the country.
  c. linguists could not keep track of all the languages.
  d. colonization made English a much better choice for a national language.
  e. teaching bilingual skills was an expensive, difficult undertaking.
