The juvenile justice system, in particular, has come to rely on private contractors to
provide low-security custodial facilities. This in turn has both increased the government’s flexibility in dealing with juveniles and expanded its capacity to commit them into
custody. California, Florida, Massachusetts, Michigan, Pennsylvania, Rhode Island, and
Washington, among others, rely heavily on private contractors to care for their wards. Discuss the pros and cons of such a system.

Provide intermediate level of sanctioning, target groups that would not have been placed in custody at all, more efficient versions of state run programs.
