The Borg Rating of Perceived Exertion utilizes the fact that there is a linear relationship between heart rate and exercise intensity. To use this scale to rate exercise intensity, the first step is to rate your perception of exertion during exercise. Remember to combine all sensations and feelings of physical stress, effort, and fatigue and choose a number on the scale of 6 to 20 that is the best descriptor of your effort. Your RPE multiplied by 10 will give you a rough estimate of the actual heart rate during the exercise. An RPE between 12 and 16 corresponds with the target heart rate range for most people. An RPE of 17 is at the high end of ratings for a vigorous-intensity workout, so this would indicate someone who is working very strenuously.
