A person undergoing a panic attack will often hyperventilate, i.e., breathe very rapidly. This will result in his/her blood becoming alkaline; why? Those experiencing hyperventilation are often told to breathe into a paper bag. What is the thinking behind this remedy?

Can someone explain this to me please? I think it has to do with the fact that not enough oxygen is being taken in and breathing into a paper bag makes the person breathe in carbon dioxide which somehow increases the blood pH. But I'm not completely sure about this.
