B Melanocytes in this layer provide protection from UV radiation.

The papillary layer or papillary dermis is the uppermost layer of the skin. this layer is made up of serveral smaller, dermal papillae. These papillae usually contain capillary loops used to provide nourishment to the epidermis. (A is the correct answer)

Melanocytes are usually found in lower layers and however ARE used to protect the upper layer. Are not found there (B is incorrect). Merkel and Dendritic cells are found in the epidermis (C is incorrect). The papillary layer is loosely arranged fibers made of collagen (D is incorrect).
