1. There is no behavioral evidence to support a finding that the child is developmentally delayed.
2. There is no behavioral evidence to support a finding that the child is mentally handicapped.
3. There is no behavioral evidence to support a finding that the child is socially withdrawn.
4. A child who is dependent on medical devices for survival or prevention of further disability is medically fragile. A child who is medically fragile is not necessarily developmentally delayed, mentally handicapped, or socially withdrawn.
