James Patterson and Peter Kim, researchers for the J. Walter Thompson advertising
  agency, recently reported their findings that 60 percent of all Americans say they have been
  victims of a major crime. Their study consisted of a survey of 2,000 people randomly selected
  from 50 different locations around the country. Of that survey 60 percent reported being
  victims of a major crime.

Americans and the target characteristic is a report of being a victim of major crime.
It is a strong generalization.)
