In Sweden, why were laws concerning prostitution changed such that it became legal to sell sex, but a crime to buy sex?
 
  a. Although technically unable to work due to a lack of legal clients, legally recognizing a prostitute's trade as a true profession makes them eligible for many governmental services.
  b. As part of Sweden's national fair employment agreement the government was restricted from banning any type of service oriented employment; the change was used as a loophole to criminalize prostitution.
  c. Since Sweden's government was hesitant to formally sanction prostitution but wanted to maintain a liberal stance on expressions of sexuality, this allowed them to restrict prostitution without formally criminalizing it.
  d. The change in law ensured that sex workers, already downtrodden and exploited, would not be further punished.
