If you are supporting legislation that is in the process of going to full House or Senate debate, a
  proative action you could take to add mometum and support to passing the legislation would be:
 
  a) To create a diversion that would keep as many unfriendly members of the voting body out of the
  vote as possible.
  b) To do whatever is legally permissible in order to stall a vote until at least seventy percent of the
  voting body supports the legislation.
  c) To contact all members, regardless of committee assignments, since all members will vote on the
  proposed legislation.
  d) To gather whatever favors, resources, services or money possible in an effort to sway the
  potentional no voting members.
