In order to be effective in making a case, lobbyists' presentations:
 
  a) Should be the same for all legislators, to ensure that each legislator gets the same information in
  the same way.
  b) Should be very detail oriented and comprehensive so legislators get all of the information they
  need to make an informed decision.
  c) Should be brief and tailored to the particular legislator or legislators being lobbied.
  d) Should be fairly short, with the same presentation for all legislators and an overview without any
  details.
