Why does the NCVS not measure homicide?
 
  a. Homicide is excluded from the NCVS as a Part I offense.
  b. Homicide victims cannot be surveyed.
  c. Not all homicides are identified as such, so rates are unreliable.
  d. Homicide is measured by the UCR.
  e. There is little physical evidence of homicide.
